The project
The Housing and Habitat Observatory is a tool of El Salvador's Housing System that integrates data, maps, and regulations from the Ministry of Housing, the National Popular Housing Fund, and the Social Housing Fund to support decision-making, reduce the housing deficit, and modernize the construction sector.
The Housing System Observatory brings together information from the National Popular Housing Fund, the Social Housing Fund, and the Ministry of Housing in a single portal, driving institutional modernization and transparency. With support from Servinformación and Google Cloud, we have made significant progress and plan to expand its scope to offer more data and services to citizens.

The challenge
The challenge was to integrate and publish information from El Salvador's Housing System (Ministry of Housing, FONAVIPO, and FSV) in a structured, georeferenced form, consolidating data, regulations, and services in a robust, accessible, sustainable cloud platform that facilitates analysis and decisions on housing and land-use policy.
The solution
Servinformación developed a cloud-native solution on Google Cloud, using App Engine for deployment, Firestore for dynamic configuration, BigQuery as an analytics repository, and Looker for real-time data visualization. Maps and Cloud Storage were integrated for maps and regulations. Management is supported by Cloud IAM, Logging, Monitoring, and deployments using Google SDK.
Project results
The project consolidated institutional data in BigQuery, deployed analytical dashboards with Looker, and enabled a dynamic map viewer with multiple thematic layers. This facilitated public access to key Housing System information and enabled efficient management of regulations and content through Firestore and Cloud Storage. It integrated efficiently with ArcGIS mapping services.
